So the brother of Hagoromo(whom many suspect to be Lord Jashin) sealed within himself half of the Juubi, meaning he possessed equivalent power to Hagoromo.
Hagoromo had two children which would then establish the Senju and the Uchiha. It was stated that the Hyagu and the Uzumaki were distant cousins of the Senju and the Uchiha.
Perhaps the Sage's brother had two sons as well which were the Ancestors of the Uzumaki and the Hyagu, much like how Indra and Ashura were the Ancestors of the Uchiha and Senju. It was stated that the Hygau were the oldest clan in Konoha, which would make sense if the Sage's brother had a son before Hagoromo.
Also lets not forget that Gin and Kin were said to be related to the Sage, and yet they were neither Uchiha nor Senju. They must have descended from his brother.
One other theory I am hearing is that many assume that the Shinigami is Kaguya. Firstly to me, the Shinigami looks like a male. Secondly, Hagoromo's brother had the same long hair, robe, and also possesses horns.
Kaguya's horns look different than the Shinigami's and the Shinigami doesn't possess the clipped eyebrows either
So I personally believe the Shinigami could be Hagoromo's brother rather than Kaguya.
