The Sage Tools Are Probably For The Movie

Seeing how Naruto and Sasuke aren't going to seal one other, it's likely they will be used to seal the antagonist in The Last.

The only way I see them being used in the manga is sealing the spiral zetsu.

Maybe they were just introduced as a possibility of sealing madara or Kaguya? Idk, I feel like they weren't important to kishi. Maybe he just lost interest, but it would be cool to have them in the movie considering naruto and sasuke don't have their seals anymore
