If they did, the alliance would've been perfectly capable of winning the war w/o unregistered, undead, or non-human beings to get involved on their behalf. naming what a couple of ppl did during the war isn't exactly the same as naming what they contributed to changing the world. Hashirama's memories and speech did more for that to happen than Ino relaying them and Gaara giving a speech to redirect ppl's animosity and focus towards what was left of Akatsuki. Onoki pretty much told Madara that it was only during the war that ppl have come to truly have a desire to get along with each other.

Hashirama and Madara's times created the strongest Shinobi imo.

Naruto's time = Sasuke and Naruto demi- Gods. Sakura pretty strong. and thats it.

A fodder from their time > a fodder from Naruto's time.
