The rules of the rinnegan and the Gedo mazou- 
juubi can be included.
1. For the Uchiha, after you got an EMS, You must Have the senju DNA to activate rinnengan. It can also be the other way round a senju with 2 sharingans and activate the EMS can unlock the rinnengan
2. Only 3 category of people can control the gedo mazou.
I- the uchiha with senju dna and of course a rinnengan(to summon it)
II- the uzumaki, nagato is an uzumaki and can control the gedo mazou. (the uzumaki are kinda closer to the rikudou :shrug: )This give naruto a chance to control the juubi. If madara and tobi had a plan to making the juubi cast the genjutsu then, it means that the strategy behind the juubi is same as the gedo statue.
3. A senju with sharingan or rinnengan should be able to the above also.
4. Kinkaku Ginkaku would have easiest way of manipulating the gedo and juubi , they are real desendants of rikudou.
