--- This is the story that has been lost in the wind for many generations; a story almost none knew about until now. We go way back in time, on a place and time unknown to many and despised by others. ---
The legend tells a story about a man, who only wished for peace, and had to surrender to his life in order to achieve it. This is the legend of the Rikudō Sennin.
The Rikudō was from a clan mostly formed by elder monks who tried to seek the path which would lead them to true inner peace. The Rikudō Sennin, among other 9 monks was able to achieve that state of mind. He distinguished from the others by having attained the ability of having senses; the senses were six in number, the sixth being the mind or consciousness, just as consciousness is in the whole body .Having achieved this, ?The Sage? (called like that by his fellow comrades and pupils) managed then, to sense / experience pain and pleasure, make conscious choices, such as abstaining from action, speech, speculation, etc.
The Rikudō Sennin managed to discover a new way of canalizing that energy he had obtained, the Chakra. He explained to the 9 monks about the Chakra; he then explained that chakra is the resulting form of energy when two other forms of energy are mixed together. The two energies are referred to as "physical energy" and "spiritual energy." Physical energy is collected from the body's cells and can be increased through training, stimulants, and exercise. Spiritual energy is derived from the mind's consciousness, i.e. the soul; and can be increased through studying, meditation, and experience. Having these two energies become more powerful will in-turn make the created chakra more powerful.
By having taught the monks what chakra was, they all started to develop different abilities with it and managed to achieve chakra control. With the teachings of the Rikudō Sennin, the monks managed to ?add? elements to the chakra, this were mainly five, (fire, water, earth, wind and lightning) which the sage managed to succeed in all five of them. The Justus were then created and the Ninjutsu began to spread by the words of the Rikudō Sennin. He travelled through the countries spreading his knowledge to other villages with the hope that the war would come to an end.
In that time, there was a beast feared by all, it was called the Jūbi. It was a one eyed creature with 10 tails, it possessed massive and overwhelmingly foul chakra that is was said to be potent enough to bring total despair and destruction to the world. The Sage used his ocular powers (the Rinnegan) in order to have control over the beast and inducing his eyes reflection on the Jūbi and saving the world from the Ten-Tails by subduing the beast and sealing its chakra within his own body, becoming the first jinchūriki. He was then, seen as a Hero throughout the Shinobi world.
The Rikudō Sennin knew though that when the time of his death came, the seal would break and the beast would escape being able to roam free throughout the world causing catastrophes once again. In order to prevent this, the Rikudō Sennin gathered all the 9 monks and induced the power of the beast within them in smaller proportions; he then entombed the physical remains of the Ten-Tails within a colossal stone prison and hurled it into the heavens, creating the moon. (This techinique called ?Chibaku Tensei? required the Rinnegan, which is indeed why I believe that Rikudō had the Rinnegan before the Jyuubi incident) These 9 monks were now jinchūrikies as well .Every one of them had a different beast within them and the power of each was different as well.
Time passed, the bijuus (tailed beasts) were now roaming free; this may have been either because the jinchuurikies died or because in an urge for power and inmortality, they fully transformed and couldn?t return to their human forms.
This theory about the 9 monks can be related with the legend of the Tanuki. The Tanuki was a beast (Shukaku) that could transform into a monk and was sealed in a teakettle .In a point, during the first part of Naruto, it is mentioned that the Ichibi (Shukaku) had been once a sand monk who transformed into it. Maybe something similar happened with the others although, we cannot prove it yet since we lack the information about the past of the other bijuus.

Time continued to pass until the First Great Shinobi war Started. Hashirama from the Senju clan (younger son of the Rikudō Sennin) was originally the leader of the this clan. During the first wars, he and the Senju clan rose to being regarded as one of the two most powerful clans in the world, rivaling the Uchiha clan (older son of the Rikudō Sennin). Because of this, the Senju constantly fought the Uchiha clan, and he himself against Madara Uchiha personally, even to the point that, when someone hired the Senju clan, the opposing side would hire the Uchiha clan, and vice-versa. Eventually growing tired of the constant fighting, Hashirama and his clan approached the Uchiha and offered a truce with them. Allied with Madara and his clan, the two groups started what grew into the Five Great Shinobi Nations by founding Konohagakure. Hashirama was then elected Hokage of Konohagakure leaving Madara and the Uchiha once again in their shadow and making Madara fight him in revenge.
During the first war, Hashirama possessed several tailed beasts which spread throughout the nations in order to bring stability and peace between the countries. There was one tailed beast in each of the nine more powerful and influential countries.(marked in the map).By having this, the countries used their tailed beasts to conquer or capture the other countries tailed beasts, which may be the case of the Five-Tailed Dolphin Horse and Four-Tailed Monkey or Three-Tailed Giant Turtle and the Slug. This of course, did not help in bringing the war to an end but may have actually increased the hostilities. Both Hashirama and his brother Tobirama died during this war.

The point of this last thing is to state that now there are(or at least there were ) more than one jinchūriki in the same village. This may have been because the wars made the villages trade them in order to form alliances and form a stronger country or they simply stole them.
On the Second Great Shinobi War, there were conflicts between Konohagakure, led by the Third Hokage, Sunagakure, likely led by the Third Kazekage, Amegakure, led by Salamander Hanzō, and Iwagakure, presumably led by a Tsuchikage. The majority of the fighting seems to have taken place in minor countries like Amegakure, leaving them devastated. The eventual outcome of the war seems to have been in favor of Konohagakure. Note that this three countries had or have Jinchūrikies and both Iwagakure and Kusagakure(Village Hidden in the Grass) were the ?battlefield? for not to say it n other words and were the bridge for Konohagakure and Iwagakure .
?Iwagakure(Village Hidden in the Rocks) had 2 jinchūrikies joining a total of 9 tails (4 monkey and 5 the horse/dolphin creature).
?Konohagakure (Village Hidden in the Leaves) also had a total of 9 tails (9 Kyubi).
?Sunagakure(Village Hidden in the Sand) had a total of 1 tail (1 Shukaku).
?Amegakure had no tailed beasts; it had plenty of missing Nin though. Akatsuki is later ?leaded? by pain an konan from this village
?Kusagakure (Village Hidden in the Grass) also had no tailed beasts.
?Kirigakure (Village Hidden in the Mist) had a total of 9 tails as well( 3 Sanbi and 6 tails slug, Rokubi no Namekuji) .It also had the seven ninja swordsmen of the mist and were Kisame Hoshihaki was born( he was called the no tailed jinchūriki because of the incredible amount of chakra he had)Madara was also a Mizukage of this village. During his reigin, he created or is believed to have created the criminal organaisation ?Akatsuki?.
?Kumogakure(Village Hidden in the Clouds) had a total of 8 tails(8 Hachibi).
?Takigakure (Village Hidden in a Waterfall) had a total of7 tails (7 Horned Beetle).
?Otogakure(Village Hidden in the Sound)had no tailed beasts.
By looking at this, we can see which are the Strongest Villages (Konohagakure, Iwagakure, Kirigakure and Kumogakure). If I?m not wrong then this three villages (excluding kirigakure) were the involved in most of the wars. Can the number of tails on each country influence in the victory of these? Have they stolen the bijuus in other to make their country stronger? Konoha, which is the strongest, has never lost a war may this also be by this?
Harishama wished that by giving the countries tailed beasts, they would stop fighting and have peace, it mostly happened the exact opposite, so maybe the countries that had no tailed beasts used to have one but was stolen or traded for a peace agreement in the previous wars.This might be the case of Kirigakure?s Six-Tailed Slug wich may have been from Amegakure . Or maybe The two tailed cat, since it is a fire-based bijuu could have been from konohagakure. And they, in trade for peace, gave it to kumogakure, remeber when Neji and Naruto fought? When he describes the hyuuga incident with the kumo jounins?
