I'm studying Later Modern Russian History at the moment, and there are several striking features of the Island on one of the Islands that Caribou visits on his "Keheehee in the New World".
"Proletariats, pick up your weapons!! Captain Gaburu, child of the revolution has returned!!"
This is shockingly similar and I'm shocked hardly anybody noticed this before. This is an exact copy of what happened during 1917 in Russia. It summarises a lot:
Standing above the city workers (Proletariats) are Bolshevik leaders using propaganda to rile them up against the emperor, which had been happening for a while, but a surprise uprising in February lead to the emperors abdication
Gaburu's return resembles Lenin's return in October, from which point on the Bolshevik party planned an armed uprising.
Now, why does this mean that the revolutionary army was communist? I know this is just a small snippet, but lets put it on a bigger scale:

It's strikingly similar to the way the the Bolshevik Communist party operated before the revolution. It was all underground until points of extreme tension and opportunity, such as in 1917. Sabo's cell was posted to Dressrosa simply to intervene with the underground weapons trade.
The revolutionary is based on the Island of Baltigo, labeled as the Island of White Soil. Before the Russian revolution the 99% of the countries landmass was uninhabited and mostly covered in rich soil. White can symbolise the snow of Siberia. The peasant population in Russia during the 1800's never reached below 82% of the total populus. And this remained the case through to 1917. This means Baltigo could be Russia.
The revolutionary leaders:
Bartholomew Kuma: Kuma means Bear. Russia is the country of the Bear. He also resembles Avno Azef, Histories most successful double agent, loyal to the Bolshevik party
Emporio Ivankov: His name is Bulgarian. Bulgaria was a part of the USSR and Ivankov means son of Ivan. Ivan the terrible is a famous Russian ruler whom was highly oppressive and autocratic
Inazuma: He is the embodiment of a Russian Kulak drinking wine, wearing a fancy fur coat. Kulaks were peasants that had been descriminated against due to how well off they were. Some were used as propaganda to show other peasants the 'power of communism'. But most were sent to the Gulags:
we first saw Ivankov and Inazuma in Impel Down Level 5, which symbolises Siberia (stereotypically and misconceived to be heavily snowy). Gulags were Russian labour camps and prisons set in Siberia. There is a clear symbolism.
Monkey D. Dragon: Leader of the revolution, as was Vladimir Ulyanov aka Lenin. We don't yet know enough about him to draw comparisons
Sabo: Leon Trotsky. Both joined their parties late on. Sabo being Dragons second hand much resembles Trotsky's relationship with Lenin. Sabo as a general officer plays a part in military affairs, Trotsky was the commissar or War.
And one other thing: Gaburu looks like Stalin. Stalin started out in Georgia and was involved in violent uprisings, born and raised there. He was jailed many times as a young man. This is why he is currently "gone". Unless; Caribou is Gaburu, a link can be seen in the fact there are conspiracies about Stalin having schizophrenia or being bipolar, this explains a dual personality between a fatherly figure and a tyrant. He's currently been captured by Drake and was captive at the hands of the Strawhats. This resembles his persistent jail sentences
He's showed interest in Poseidon. The three Great Weapons could be a symbolism of the Nuclear Bomb that Stalin had sought after.
His subordinates all looked the same. Communism, at least in theory brings true equality. Their identical appearance supports this notion.
If Oda remains historically accurate this means that the Revolution will succeed. However, this also means the final war arc that Oda mentioned could be a macrocosm of the Russian Civil War. Between those who support autocracy and pro-revolutionists.

Chapter 704's cover page shows the riot being suppressed. This is reminiscent of Armed and Police forces (and Cossacks for those that know who they are) under the Russian Tsar and their behaviour. The Tsar in this case is Kaidou, as the cyborg is Kaidou's subordinate
Kaidou will be forced to abdicate his position as a Yonkou, leaving a provisional government in place aka Gorosei, which does have aRussian figure within, Mikhail Gorbachev and also has Karl Marx, the writer of the Communist Manifesto:
