He is the second in command of whole revolutionary army which means that his authority is only next to Dragon who is at the center of the RA as well as the first in command.If it is pirates then being 2nd in command means that he is the second strongest but I don't think same can be applied to RA but as of now it is safe to imply that Sabo is the second strongest among RA.

Ivankov was a commander I think thats equivalent to Vice Admiral in the Navy I'm not sure about Kuma he might have been a general
