As you can see in the picture below, the Raikage and the Kazekage (I guess) are way bigger than Hagoromo and team 7, they're almost as big as the bijuus. I don't know exactly why, but i guess it's something that has to do with the technique itself.

Compared to adults yes. Lower IQ, less wisdom etc. A 15 year old would never win an argument against an adult
