Depends on which genes stick and which don't. In Naruto's case, he got lucky and took on his mothers Uzumaki genes instead of his father, a Namikaze
Sasuke is about average since his mother was most likely related to the clan or had no significant clan with any special traits. His father had the dominant genes of the Uchiha and so it was likely that he would have the gene for Sharingan.
So basically no matter what it would be chance if the two clans were actually restored. The quality of the clans power will most likely diminish or mutate to something new and the bloodline which would also affect genes would change making it harder and less likely for the clan to be revived.
Instead, a new clan would be made or a less pure blooded clan(half blood). Powers and traits would be too random and most likely the clan would not grow as large, even with inbreeding.
