No it's not a stomp since it was cripple Nagato I believe and ichigo was getting the Mach 98 scaling it was mid diff at best

Do you know what Zommari does? You can't stop his sovereingty taking unless you are faster than him or possess Bakudo 81: Danku. And he can tag someone who is Hypersonic+ with his soverignty taking. Luffy is not making it past him.

around that speed yes, but faster than Mach 22 I doubt. If he blitzes behind, he's gonna get taken. Also, how is he supposed to really "dodge" something LOOKING at him? Like someone is staring at you from a meter away, you begin to run, are you really gonna get out of that persons sight or dodge their field of view? Think abou that. Also, it's not a no limts fallacy @ Pain, there are 1,000s who can blitz and rape zommari, I'm just saying luffy isn't going to due to him being able to tag byakuya who is around luffies speed. Luffy is mach 48 so he should be able to keep his distance

It's just it looking at him. He should be able to sense such further danger, however once he attempts to dodge after sensing what's going to happen or counter attack, one of the eyes are going to amor him.
