Goku and Turles aren't brother. But both came from Saiyan low class warriors.
Saiyen aren't so numerous. At least they are 200 people. It is a very small population. There aren't million of saiyen. It is more like a nomadic galactic tribe that settled recently on Planet Vegeta. King Vegeta was the one who conquered this Planet, so it shows that Saiyen presence on Vegeta was very recent in the DBZ lore. Before, they were a nomadic tribe.
If they are around 200, it means that they are very consanguinous especially inside saiyan class. So their DNA isn't very rich like humans.
Then, all low class warriors share the same genetic pool, they probably have all the same ancestor, and they breed only each other. That is why Bardock, Goku, Turles and Goten share the same facial features.
But also the reason why Vegeta looks like exactly to King Vegeta. They breed class by class, elites with only elites, and low class with only low class.
