Hiraishin in English means Flying Thunder God Technique, so meaning that it is linked to the Thunder God in the Japanese mythology. Like Amaterasu or Tukuyomi are Gods in the Japanese mythology.

My theory is that to master this jutus, you have to be chosen by the "Thunder God". The user basically enter into a contract with the Thunder God. Gods exist in the Narutoverse, there is the Shinigami (God Death) when Shiki Fujin is used.

Hiruzen, Kakashi, Danzo and Orochimaru are those who technically could learn a such jutsu.

Hiruzen was Tobirama's student, and Hiruzen had access to every jutsu data in the village, and he was known as the professor to knowing existence of every jutsu from Konoha.

Kakashi was Minato's student. And showed impressive feats in Ninjutsu, knowing many jutsu and able to copy them.

Danzo worked under Tobirama, and was very good in scealing techniques. ( Hiraishin implies scealing).

Orochimaru was a genius, and mastered so many complex jutsu.

But all of them, despite the fact they have the potential, they never mastered Hiraishin.

My theory is that Tobirama and Minato gather all the necessary conditions to be accepted by the Thunder God. The Thunder God which is the one giving the power to teleport. Among these conditions, there is the very good base level at Shunshin. You have to be naturally very good with the body flicker technique, it is basically a god gift.

The fact that Tobirama said Minato's body flicker technique surpass his , demonstrates how Tobirama's shunshin is already incredible so he is impressed to find one better than his.

Hiruzen, Kakashi, Danzo and Orochimaru aren't known for their body flicker technique.

So when Hiruzen saw how Minato natural speed is so fast, he immediately reminds him about his former master Tobirama, so he finally saw someone able to perpetuate Tobirama's legacy. In this way he gave him the Hiraishin scroll.

You can see that the Minato's guards are unable to truly use Hiraishin, they have to be as a group.

+ in the Anime, Tobirama's weapon is the Raijin no Ken, another reference about the Thunder God.

Sasuke should be able to learn it. Lightning is his natural element. He mastered the high level technique Chidori, creating several variants. Created Kirin - the ultimately lightning technique. Taming natural lightning itself. Is the reincarnate of Indra - the Hindu lightning god. Has genius level intelligence, talent, and ability. The latter of which is the Sharingan. Which allows him to perfectly copy any non-KKG jutsu just from seeing it once. Furthermore he has Rinnegan which grants him the potential to use any non-KKG jutsu without copying.

Yes, at this point, even Sasuke should be able to learn it.

The real reason is that Kishimoto made this jutsu as a signature jutsu to Tobirama and Minato, that's why other valuable shinobis like Sasuke don't benefit from this jutsu. But here I am thinking about the lore, and not the official reasons behind it.

The main problem is that Kishimoto never explained how works Hiraishin, he did it concerning Shiki Fujin, but never about Hiraishin. That's why I always supported the idea to make a mini arc about Tobirama's life, in order to better understand how he created such jutsus. Better than have fillers episode about non canon and fodders characters that everybody will forget.

Narutoverse has a big lore potential like Star Wars, so many interesting characters and facts.

True. The Naruto anime should have taken a Boruto approach. That is filling the "gaps" with anime only content that syncs with the manga. Although this would ofcourse work better with Naruto since it had better material to work with.

Isn't Orochimaru implied to know it too?

Hiruzen saying the Death Seal of the Reaper is a technique even Orochimaru doesn't know implies that Orochimaru knows every other technique that Hiruzen knows of. The Death Seal was taught to Minato by Kushina, so it provides a reason for why Orochimaru might not know it. However, that reason doesnt apply to the FTG Technique. That it was public knowledge also makes it more likely that Orochimaru would know about it.

And with his talent, knowing about it is practically equivalent to knowing it.

This is due to the Rikudou Sennin arc where Naruto is his 2nd coming.
In this arc, the Uzumaki Clan were basically part of the Senju. This means that it is simple to think that Tobirama will be the Senju rep of the Uzumaki techniques: fuinjutsu.

Of course, this was disenfranchised later on as the Rikudou Sennin arc was axed and retconned to make Naruto Asura's transmigrant instead. Nevertheless, the Uzumaki traits became established on Tobirama.

If the whole thing was thought out first and Kishi did not try to retcon things, then maybe we would get a Tobirama Sage Mode instead of fuinjustu.

No, it's not connected to any Thunder God or contract. It's just a sealing formula and kunai for Minato whereas Tobirama is just a sealing formula. All Sasuke has to do is learn the Sealing formula which he does not know.

He plays around a lot, he is weakened a lot, he has many useful alternatives
idk man... his whole thing is supposed to be about him learning all the jutsu but there are so many useful jutsus that he just doesn't use, presumably because he doesn't know them.

with his intelligence and durability, if he truly knew 99% of ninjutsu techniques he'd be above kage level but he just walks around being like child's play to dudes like Itachi, Pain, Tobi, Madara, etc.

If he's playing around, why would he use top tier techniques like FTG, Particle Style and 100 Healing?

If he's weakened, how can he afford the energy to cast those techniques at a practical level?

If he has alternatives that are simpler, why use other techniques?

You forgot the part where he had his hands taken away so he can't cast normal techniques

The answer is very simple: it is OP
Absurdly OP.
There are a lot of jutsus that are just as OP or even more OP than Hiraishin, but all of them are either Kekkei Genkai or unique to just a bunch of people or even just 1 person.
Meanwhile Hiraishin can theoretically be learnt by anyone who is skilled enough.
Now, imagine Kakashi, Naruto, Sasuke, Hashirama, Madara, all of them using Hiraishin. It would be a total clown fiesta.
It can be considered a plot hole. There is no reason to not give this jutsu to more people, but Kishi knew he couldn't do such crazy shit so he simply didn't but he was not able to provide a logic in-verse explanation for it.

So... FTG isn't really the ability to "teleport". I mean, you can say that, but in the Narutoverse, it is less of a teleport and more of a "transfer". You need seals for it at that. If you know how to properly create the seals, you knew how to do what the seal implies. If Tobirama learned FTG from the Raijin, how did Minato get it? Because it was merely taught to him. Nothing more, and nothing less. As hard as it possibly is to learn and/or master, it is mastering the seal and art themselves. At that point it has little to do with a contract with an actual god and more to do with the fact of Tobirama creating a seal of his own, allowing this to be done and passing this down to Minato, who perfected it. This is the same man that created edo tensei. Do you think he signed a contract with death as well? How popular and loved by the gods can this man be to have a deal from both the Raijin and the God of Death simultaneously. Wild. In short: No. I don't think he signed a contract with an actual God of the NV.

Not denying that the author had other reasons, but within the story . . .

Affinities and difficulty of execution explain why so few have it. Not everyone has an affinity for using sealing techniques, even among geniuses. Madara is good with Fire Style and has his ancestral powers for everything else, Hashirama has Wood Style and his ancestral powers, and so on.

All other geniuses aren't just geniuses, but geniuses at specific things. Since affinities are a thing in the story, being good at one thing doesn't imply/necessitate being good at other things. That applies especially to sealing techniques, which were mentioned as difficult and that's why only the Uzumaki could specialise in them with their strong life force.
