This is debetable. We don't know how Ulq achive second form. From what we know, it could be due to Hogyoku. Hogyoku listen hearts of these around him and give Ulq secunda etapa, that would make it exclusive only to Ulq, just like Chad/Orihime's powers are exclusive to them.

I honestly think the reason why Aizen made stark Espada No. 1 was because deep down in their hearts they were both lonely, Aizen could empathise with Stark the most thus granting him position one in his army.

I don't think it had anything to do with power, loyalty or trust otherwise he would have made Barragan (arguably the most powerful) or Ulquiorra (most trusted and loyal to Aizen) number one.

Based off the manga facts and feats that both Barragan and Stark have shown it is no suprise that Stark is Number 1. They were all ranked by the power level they showed. aizen knew about his 2nd release so thats why he planned Ichigo vs Ulq. do u understand now?. Aizen didnt show his knowledge of Ulqs segunda etapa but knew it and hence he was ranked No 4 including his 2nd form
