The reason why Momoshiki is a bigger threat than Kaguya

Unlike Kaguya when Momoshiki absorbs someones chakra or body he takes their KKG and when he absorbs a jutsu he learns how to use it.

Absorbing something doesn't require chakra so Momoshiki ate the bills to be able to use double the attack which means he can use it and didn't not store the attack.

Momshiki absorbed Kishiki and gained his power and abilities and got sage transformation and 3 purple Rinnegans.

Kaguya absorbed Madara and couldn't even consume him like Momoshiki did to Kinshiki. it looks like he was just sealed inside of her and she couldn't use his abilities.

Momoshiki's right eye increases the capabilities of a person with chakra when it comes to utilizing KKG and shape manipulation.

Kaguya is only powerful because she has powerful chakra but she is weak and can't use a lot of jutsus, consuming people and their chakra doesn't grand her anything and she doesn't even have the Rinnegan, Kaguya was preparing an army because if Momoshiki and Kinshiki have a little bit of her chakra they will be unstoppable.

Momo doesn't even copy a KKG at all from my understanding, he basically absorbs attacks, stores them, and then whenever he attacks he basically shoots whatever he absorbed at different(not necessarily bigger)quantities or shapes.

Well admittedly I didn't pay too much attention the Momo's reasons but becoming immortal doesn't make him a bigger threat than Kaguya. To become immortal he needed the tail beasts, Kaguya had the tail beats and still wanted to make all humans zetsu slaves which is a world level threat as opposed to taking out 2 people (Naruto and Bee, since it seems the other tail beasts were roaming around freely)

Hence I said different quantities. He used a certain amount of the original TSB he absorbed, and then he later on did the same with another amount, only with more chakra/even more expansion.
