The chapter ended with orochimaru finding tsunade in a pretty bad state as well as the other kage. Orochimaru currently has revived the 1st,2nd,3rd, and 4th hokage with edo tensei and can control them accordingly (all except hashirama i believe, seeing as though oro seemed worried about him). Now he was partners with jiraiya for a pretty long time. So what if, which im sure this or something similar is about to happen, he kills tsuande, revives tsunade and jiraiya and possibly kills the remaining kage and revives them too. Orochimaru is the final villian whether you want to believe it or not. If something similar has already been posted, then my fault.

i dont know man, i dont think there will be a final villain....obito is going to become the juubi jinchuriki and is going to destroy every1, oro will have to do everything he can to just stay alive, let alone to try and have his evil plan...

orochimaru has 2 hokage under his control right now that have S/T techs and unlimited chakra....call me crazy but im fairly certain orochimaru could take down obito with the kage under his control from edo tensei before he could even get the juubi contained. the juubi will never have a host. it is going to be defeated. orochimaru is gonna take down obito (if kakashi hasnt already...) and he is gonna destroy everything in his path
