No it's because Itachi had awakened an MS and Sasuke didn't. They didn't have the same eyes at the time.

Also I'm pretty sure if you're willing, you can be susceptible to genjutsu.

But you can break out instantly if you are caught in someone elses genjutsu with the same eyes against your will
