Sasuke's never been the genjutsu type. When you think about it he's not too different than Naruto because he tends to rush into battle when the blood rushes to his head. Sasuke is more of the in the mix type than the calm and collected type to use genjutsu to take out an enemy.

I don't know why people say he doesn't have Tsukuyomi because the manga says you need Tsukuyomi and Amaterasu to unlock Susanoo

I could say if I were a shinobi that sasuke is weak against genjutsu. He´s fallen to it numerous times, but it does not imply he can´t use it
