It's simple. Naruto wasn't battling seriously, hence why he totally lacked conviction during their entire battle. All he wished was to knock some sense unto his friend who had evidently lost his way.

Sasuke on the other hand wished to kill Naruto and was going to do everything possible. It isn't bewildering he's approach was more ruthless than his counter-part.

Sasuke had no incentive to battle Naruto seriously for the majority of the fight leading up to Indra's Arrow as well considering he wanted Naruto to fight when he was at his best. I thought that was rather explicit when Sasuke was content when he noticed Naruto attempting to battle him with greater conviction.

Both were nerfed equally and there's really no point in arguing this considering they're depicted as equals.

Naruto lacked access to Bijuu chakras coupled with Bijuu Rasengan Variants while at the same time, his ability to accumulate Natural Energy was hindered considerably through only receiving support from Yin Kurama. On the contrary, Sasuke's Stamina was depleted considerably which hindered his ability to house all of the Bijuu's Chakra within his own Susano'o while also having nerfed usage over his Rinnegan's powers, including his lack of usage in all of the standard Six Paths techniques as well as his inability to use Preta Path properly in-spite of being capable of performing a Rikudou Level Feat with depleted chakra.
