Is Zetsu really any good at tracking though? I don't think we've witnessed him hunting someone down yet. The only thing that I can imagine him doing is sending out hundreds of clones and randomly searching a big area.

I voted zetsu because he has been proven to be best at nearly all of those except eliminating threats due to the lack of knowledge about his ability to battle

For me it'll be Jiraiya:

-He spied on Akatsuki for years (an organization with a pro spy already amongst it's ranks) without getting caught.
-He infiltrated the Hidden Rain, which was considered impossible to get into.
-Barrier Jutsu: He can keep a barrier around him to sense and avoid any enemies nearby. He was even able to sense the invisible Rinnegan Chameleon with this jutsu.
-Hiding in a Toad: Allows him to hide and move around in a small, inconspicuous toad. He can also interrogate and keep prisoners within it.
-Toad Summons: He can constantly retrieve, store, and deliver intel with small summons.
-Shadow Manipulation Tech: Jiraiya can control an enemy body while completely hiding within their shadow.
-Toad Shop Technique: He can make a toad mimic a building to lure enemies into.
-Hair Techs:Can shoot hair senbon to silently kill enemies from far away.
-Jiraiya also made spying part of his daily life through "Data Collection" at the hot springs XD

Itz have to be sneaking zetsu he can travel fast undetected ,spy with clones ,feeding otheres chakra, cover large area with clones so thats it.also even akatsuki use him for spy and gathering informations /

Can't choose between itachi because he's a genjutsu expert and he's "Itachi", and zetsu because he could travel under the ground.
