i would put naruto/sasuke much higher, and minato before itachi. nagato is below naruto and sasuke.

I like it XD it's similar to my list. 
Of course there is no validity in our lists, but we try.... >_O Id personally have Itachi above Nagato and Kabuto above Minato. I find this list to be pretty accurate as far as guessing at tiers.
Not just power.....and one attack taken into consideration. :T_T: This is not DBZ. >_O Cunning is the most important imho.
