The Rasengan | Every Ninja Can Learn Jutsu

The Rank doesn't matter, as long as the ones who would like to learn the jutsu want to learn the jutsu bad enough, it's based on will-power.
Ninjas who are most likely to learn this, basing on will power/not giving up, Rock Lee,Neji,Guy,and many un-yielding ninjas.

Rock Lee can't use ninjutsu :|, also Neji is dead...
Rasengan is shape manipulation in it's highest form, not everyone can master that technique.

Also, adding an element to the rasengan is nearly impossible. Kakashi and Minato couldn't do it. Naruto could do it because he used his shadow clones, now his chakra control has improved a lot so he doesn't need a clone in KM or BM...

Chidori IS a Lightning Rasengan. When Minato failed to combine his elemental chakra with Rasengan, Kakashi attempted the same thing and created a new jutsu: Chidori.

And Rasengan is a jutsu that is passed on. There may be quite a few people with the capacity to learn it, but who will teach them? Minato passed the jutsu down to Kakashi & Jiraiya. They in turn passed it on to Naruto, who then passed it on to Konohamaru. So even if they CAN learn it, it doesn't mean they can learn it on their own without a teacher.

Funnily enough this means Sasuke owes his most used jutsu to Kakashi and Minato...

So, if you want this jutsu bad enough, you will learn this, for all you need is chakra, it is not an elemental based jutsu, at least not the normal rasengan. Every ninja can learn this, as Naruto learn this, maybe not as quick, but surely, if the ninja truly wants/needs to learn this jutsu, he or she will learn this, rasengan, also adding their own chakra nature into the rasengan, that's if the ninja would like to heighten the intensity of the jutsu, So for Sasuke: he'll add lighting into the based rasengan, making it lightning rasengan.

So, yeah, just a reminder that Naruto is nothing but a spoon fed main character, jk, but he is. =D

Chidori is not a lightning rasengan.

Kakashi couldnt add his lightning element to rasengan, so he created a different jutsu.
Chidori uses a different shape manipulation than rasengan and that is why he could add lightning to it.

I wonder can lee use chakra or he can't build up chakra because I've seen Lee walk up walls and walk on water. If he can't use hand signs then the he can learn the rasengan it's just chakra rotation in his palm

Minato created Rasengan and only Jiraiya and Kakashi were able to copy it in the Village, The Naruto learn and perfected it,then Naruto showed Komohanaru how to do the Basic Rasengan of Minato do the number,thats only 5 persons who can do a Basic Rasengan out of a village in the thousands of people.

Rock Lee can't do jutsu in general, how is he suppose to do Rasengan?
Kakashi made Chidori because he couldn't add his lightning element to the Rasengan, how is Sasuke suppose to do this?

Really? Please link manga pages...can't say I remember seeing Lee walk up walls or water in the manga.
