As we know, the Raikage is one of the fastest in this manga, has high taijutsu, high strength, stamina, and a very high pain tolerance. I'm going to explain how Lee could surpass Gai if he trained with the Raikage one day.
If A could train lee to be on par in speed, strength, stamina, and taijutsu, that in it's self makes him at least mid s-rank in Base (no lightning armor though).
Lee is already jonin level, if not low s-rank in gates. But that doesn't let him keep up with Gai who is like mid-s rank in gates.
But, that's not as important as this:

Lee doesn't need Ninjutsu to learn a lot of A's techniques:

Extra information:: A lariat is a very strong punch used in actual wrestling. Killer Bee's "Whee" was a shout out to a person who made it popular in Japan. So lee with lariat would work in 7th gate.

True martial artists often have multiple styles of fighting, so if Lee learned Raikage's wrestling-like taijutsu, he could use that in case his regular taijutsu isn't working.

If Raikage could do that without even batting an eye, he could train Lee to the point where seventh gate doesn't exhaust him like it does Gai. Making Lee be able to use it even when his body should be shutting down due to exhaustion.
What's also possible is that Lee could use the 8th gate longer than Guy, or even without killing him (although, 8th gate will probably still kill him).
