Nope, this scan came from when the bijuu were being extracted from her. All the other bijuu were removed leaving the gedo mazo and the rabbit(kaguya) which were sealed in the new moon.

BZ explained that the juubi=kaguya+shinju of course since the shinju doesn't have a conscience it is kaguya that is in control.
