Of course Luffy would have beaten that Chinjao even faster than he did in the coloseum but that's not the point. I'm saying that in the particular final clash they had in the coloseum, if he had his drill(his attack power vastly increased with his drill and Luffy struggled a little to overcome his drillless attack), he may have won it, yet haki-wise they had equal clashes

If the fight against Luffy was so intense that it brought back that much ailments, then that in of itself is a testament that he's not near Luffy's good side.

How is that inconsistent? You said it yourself that Chinjao might have one their final clash if his head was pointy, which just shows that strength of Haki isn't always the only factor. There's nothing wrong with Luffy, Chinjao pre-ailment, and Doflamingo all having pretty even Haki.

Because Chinjao matched Luffy in a test of conqueror haki, not in a test of strength and as Rayleigh mentioned the conqueror haki evolves depending on the individual strength. So if Chinjao, Luffy and Doffy were even in conqueror haki, it'd imply that Doffy, Luffy and pre-ailments Chinjao are all on the same level
