Hengoku ( 辺獄 ) is the Japanese word for Limbo.
Which means that it's possible that the Jutsu's name is simply "Limbo".
Limbo could be best defined as: An intermediate place or state, something in between. Neither heaven nor hell.
However...
Rinbō ( 輪宝 ) translates to Wheel Treasure.
So it's also possible for the Jutsu name to translate to "Wheel Treasure Limbo" - or something along those lines.
Enough of that, here's what I think the technique does.
