Given the events of the latest two chapters. It appears that Kishi is forshadowing Naruto and Sasuke being the reincarnations of Hagoromo and Hamura as well.
Personally I think that they are the reincarnations of Hagoromo and Hamura, especially given what Black Zetzu said about Naruto and Sasuke and how "if the transmigration is strong enough, then you will be able to see him.". That means that Naruto and Sasuke MIGHT meet Hamura soon.
OR not, given that part of Hagoromo's staff looked exactly like the staff that Hamura was wielding when they battled against the Juubi, I would say that Hamura died and merged with Hagoromo somehow and gave him his chakra as a result.
On top of that, it actually would make a lot of sense, my theory is that when Hagoromo died, he manifested his chakra into Ashura and Hamura's chakra manifested into Indra. Which would explain how Hagoromo managed to meet both Naruto and Sasuke at the same time. If you notice, Hamura and Indra do look very much alike so I would not doubt that my theory is correct.
