It was stated early in the series that the ninjas villages give the nations military strength, assuming that the majority of the shinobi live in or close to the village.
Then how can one village supply 20 000 shinobi? (assuming that all the five nations have the same amount of ninjas).
If there are other ninja strongholds in the fire nation for example, why haven't we heard about them before? Kakashi has said many times that there is one village for each nation.
So where does all the other shinobi come from? And if most of the shinobi live in the village, what is the population of a village?
Note that there are probably many ninjas that wanders around in the world or something, still it's unlikely that they joined. The fact that 100 000 were called in for the war means that they were part of a command structure, and not just travelers.
