there are different kinds of shinobis in this manga and they all represent a different nation of what a shinobi should be. some stay in the shadows like ninjas while others stay in the open shouting what they think is right and following through. some try to create a dream world over the loss of someone. some at the age of 7 discover the truth of it all and take the higher road. some persevere. some research to know all the truth. some think they are avengers. some crave money and the hearts of fellow humans while others crave women. some want to be top dog and some just don't give a phuck. some troll, while some are sneaky bastards. some decide on their way of nindo and work hard to obtain the one thing they cherish. some like to blow shit up. while some have never heard of a door. some go numb and turn themselves into puppets to avoid feeling anything remotely, while others grow old, and turn senile. some turn over a new leaf and go from complete psychos to one who care about their village and people. some have a god complex. some are sakura, some are hinata. some die like badasses, others like bitches. some consider death to be the defining moment to answer this question. most of them try to find meaning for their existence and try to understand what the hell a shinobi is.

so the question of the thread is, who do you consider to be the PERFECT SHINOBI and what standards in the context of 'shinobi' in narutoverse would you set and justify one to be ?

A perfect shinobi is one who first of all abides by his own nindo. Nindo may vary from one ninja to another.....next, a shinobi should be strategic, analytic in his approach, should have the ability to take the hard decisions, must be patient irrespective of the circumstances and should have faith in himself. A perfect shinobi should be able to look underneath the underneath and not focus on trivial matters. He should have skills, intelligence in a balanced way......a perfect shinobi should be willing to put his life on the line in order to protect those who are precious to him. A perfect shinobi shouldn't be blinded by preconceptions or misconceptions, he shouldn't think that he is capable of doing anything...overconfidence is an illusion and a perfect shinobi shouldn't be overconfident. He shouldn't restrict his thoughts but think beyond the known limits. So a perfect shinobi needs to have a strong futuresight as well. Lastly a perfect shinobi should have control on his emotions.
In my opinion there is only one shinobi who falls under the "perfect" category. His name is Uchiha Itachi.

I will go with Kakashi.
He is devoted and loves the village but knows how to stand up in authority when he disagrees with them.He endured pain and tried to become a better person,he knows what true strength means,he would die to save his comrades,he always tries to protect everyone,he takes tough decisions and doesn't crumble under the weight of circumstances and his is the best sensei in Narutoverse.
