Kabuto>Orochimaru even without his cells.

It wasn't Orochimaru's cells that made him overpowered, it only gave him the ability to use that weird body stealing snake.

It is mostly Karin and Juugo's cells that made him really strong.

I could still see Orochimaru>Kabuto if Orochimaru steals all the cells of the countless clans that he has experimented on.
