Ok, that's a little hasty.
I think it's more along the lines of this. The same 5 kages that rule over their respective villages maintaining the shinobi alliance and Naruto as the kamikage that leads them. Decisions work with majority rule and such but Naruto's vote can be like a tie-breaker (if you include the iron samurais that should be six entities not including Naruto). Not a Reich-type of rule, but a much better way of achieving long-lasting peace.
Oonoki already said something similar when Madara first showed up about uniting the villages, so it's clear Kishimoto did this shinobi alliance thing for that purpose. Naruto would be more of a symbol for prosperity rather than an actual ruler.
