All of us know what happened on the home island of Nico Robin when she was young , i was just re watching the series and this theory just came to me . Now for the theory here we go :-
Do you guy's remember a guy named " Spandine " , Hmm if you dont i will just explain it in short he is the Father of "Spandam " who was the Head of CP9 when the Strawhats freed Nico Robin from Enies Lobby before the time skip .
Now do you guys remember these guy's :-
1.) Spandine and the 2 former member's of CP9 from Nico Robin's island right before the Buster call was invoked by Spandine who was at that time the head of CP9 which worked under the World Noble's order's .

Now for the interesting points i think that the 2 agents from back then are now part of CP0 and are still working under the World Nobles as they used before . I can only relate this by saying this as at that time Sakazuki was a VA and now he is the Fleet Admiral so why cant the former member's of the CP9 from Ohara be part of the current CP0 .
We also know that Spandine still works for the World Government as he was featured in a cover story of Chapter 527 in Government Dress and he may still be a head of some Chiper pole .
