Can someone explain to me the situation about the passing down of Hiramekarei? Surely Chojuro isn't going to give it to Kagura anytime soon while he is still the Mizukage. That would just be plain stupid, if he would need it for any reason.
If not, I'm assuming once Chojuro will pass it to Kagura once he steps down... but then that raises questions on how Kagura is going to master it before he becomes Mizukage?
