Most of the most op characters have benifited from the cycle of pain. The cycle is needed for Naruto to be successful. If it wasn't for the cycle, we wouldn't have geniuses such as Orochimaru, Itachi, Obito, Nagato, Neji, Kakashi, Madara, Hashirama, Sasuke nor the SO6P. All of theses characters benefit from the cycle.
It is the pain that molds power. The only people that aren't benefited from the cylce are those who have yet to experience true pain. Those who have had the easiest lives are the weakest. Im not saying that those who have had the hardest lives are the strongest because that is not neccessarily true. It's the individuals that know how to manipulate the cycle the best that are the strongest. I will give 3 examples. Madara, Hashirama and Naruto.
I would call Madara the Master manipulater. He plays with peoples minds. You can see it in the way he ridicules the kages. This is guy that taught Obito, the guy who went on to start the Fourth Shinobi War and spread real pain, all of his evil ways. He manipulated Obito into fueling the cycle because we all know he had something to do with the tragedy Obito experienced through his Sharingun. He manipulated the cycle of pain in a negative way.
Hashirama was praised for having god like power. With power like that comes fear. With that came respect becausr of the way he went about things. He didn't use his power to spread pain. He believed in peace. He believed that spreading power would keep the peace. He manipulated the cycle in a positive way.
I would say that Naruto is the Master influencer. He uses his powers of persuasion to try and stop the cycle. He doesn't believe in killing because it spreads pain. He makes promises to people in need of assurance and shoulders the responsibility in order to help heal pain. He persuades other people into stoping the cycle as he does. Nagato is an example. Naruto manipulates the cycle positively.
