Lawl. Sasuke has certain questions he needs answered: "What is a shinobi?", "What is a village?", "What is a clan?", "Who am I..?"

These are all questions the Hokages, who died for the village (Sarutobi), the clan (Hashirama), and the way of the Shinobi (Minato) can answer.

Orochimaru's new scroll is a jutsu to break the Reaper Death Seal in order to re-attain his lost Soul Arms. This will also liberate the Hokage's souls and grant Sasuke a chance to speak to them. This is why Sasuke realized this would be his chance to speak to the guy who knows everything (Hashirama), and why Orochimaru said, "Why do you want to talk to THEM?"

If it was the village elders, there's no way Orochimaru's scroll would suddenly make Sasuke realize this.

Orochimaru has been unnable to perform non-summoning jutsu since his attack on the village, which is why he was unnable to beat Sasuke. Add to this that Sasuke got him by surprise and impaled his summoning tattoos which also took those crutch Jutsu from him. Each Kage has something they can answer to Sasuke (He asked four questions). Hiruzen's specialty was the village (1). Minato spoke about what makes a Shinobi (2) before his death. One can assume Hashirama can give him an answer on what makes a clan (3), and that Tobimara will help Sasuke answer the final question: "What am I?".

These are questions traitors like his parents cannot answer. This is not something the elders can answer as well. Not that Sasuke would even give them a chance to. The Hokages in the other hand all died fighting for the village just like his brother did.
