The ones who know everything, this could be refering to the mission to assasinate the Uchiha clan given to Itachi. So they could likely be the two elders, they are the only others left alive who know the truth and were present when the decision was made. This is also likely because Orochimaru told Sasuke they were going to a place he knows well, possibly the hidden leaf village, and I can't recall seeing the elders leave the village to participate in the war.

that all makes sense and is totally logical but i want it to be some wild yoda like hermits.

i hate the konoha council people; but since they are directly involved in the itachi incident, and the only ones left, it makes sense that he would want to talk to them. As well as oro saying its a place you know well or whatever. i want the ones who know everything to be involved with whatever super important secret is on the scroll and not something related to the itachi thing
