Toneri needed a pure Buyakugan from Hamura's bloodline, he wanted Hinata's but he took her sisters by accident, and when he took Hanabi's he awakened it.

Himawari can't awaken it for that reason.

They wouldn't be able to awaken it because they don't have Hamura's Chakra.
Madara awakened Rinnegan after he stole Hashi's cells. Sasuke had Rinnegan after the power up from the Sage, which means it was given to him since he didn't have Hashi's cells. The ones who have the most chance to awaken it are Naruto's Kids.

the fact that they awakened the rinnegan after mixing their body with senju cells means that they can do the same with byakugan cuz they have otsutsuki chakra and technically have otsutsuki body, all they have to do is steal hinata's eyes which is fairly easy and replace it with one of their eyes.

In sasuke's case he can replace his useless right eye with it, and after sometime he will awaken it.

People that are saying that boruto or himawari will awaken it without any real reason are the same people who said naruto will awaken rinnegan who were the majority and we know how it turned out.

do you agree that the fact madara's and sasuke's sharingan evolved into rinnegan means that if they stole a byakugan they can awaken tenseigan?

They got Rinnegan from having Hagoromo's chakra who is an Otsutsuki, this is what you need for Tenseigan.

Hagoromo's chakra is different from Hamura's like Ashura's being different from Indra's. It's like saying Uchiha can unlock the Byakugan which is pure fanfic.
