It's the tablet in the Uchiha Meeting Place in the Naka Shrine.
This is just something I realised could really be true while reading about the Naka Shrine on the Naruto Wiki today.
The tablet in the Shrine was written by the Sage of Six Paths for his descendants, and can only be deciphered by the different advanced stages of the Sharingan; the basic Sharingan can read some of it, if you unlock the MS you can read more, and if you have the Rinnegan, you can supposedly read the entire tablet. The tablet details the Sage's history, the secrets of the Mangekyou Sharingan, the Ten-Tails and all of the Tailed Beasts, and information about Madara's "body" (presumably instructions on the Six Paths techniques).
Sasuke often went to the Shrine when depressed or curious to read the tablet, but because he only possessed the regular Sharingan, could only read a limited amount. Even Itachi, with only the MS, couldn't read the entire thing; only Madara ever had the potential, and he didn't unlock the Rinnegan until years after he was attached the Mazo, unable to reach the tablet.
So what I'm saying is, no one's every read the entire thing. The final section is a complete mystery.
Now, according the Naruto Wiki (don't ask for manga pages, because I don't have them), Orochimaru and Kabuto weren't able to read the tablet - of course - but spent years developing a theory on what the tablet says based on research.
So, what I'm thinking is, the scroll that Suigetsu found for Sasuke, that supposedly is really important (important enough that Sasuke would revive Orochimaru to help him fully understand the scroll), tells how to read the entire tablet without possessing the Rinnegan, or has information on what the rest of the tablet could possibly say. The One Who Knows Everything is the Sage of Six Paths, who wrote the tablet in the first place. It could tell how to revive him, or perhaps all the meddling with Edo Tensei and the awakening of the Ten-Tails has already revived the So6P, and that's the massive chakra the group can feel in chapter 616. Orochimaru already knew of this possible revival because of his research.
Sasuke wants to read the tablet because of his current existential crisis; he's confused about what is a clan, the meaning of it all, why Itachi was like he was, what's the meaning of being a Shinobi. The tablet will have the Sage's original writings and ideals, explaining all of this and ending Sasuke's ridiculous path of revenge. He'll then go to fight Madara and hopefully get killed by him, because I don't like Sasuke very much ^_^
TL;DR: The scroll Suigetsu gave Sasuke tells how to read the tablet in the Naka Shrine without the Rinnegan, and the One Who Knows Everything is the S06P through said tablet, possibly revived.
