I think they are at one of the uchiha temples. Looks like a partial torii gate in the background, which is something you would find at a temple.

It could also possibly be the uchiha living quarters but i doubt it. Ive never seen any torii gates there, after reviewing past manga.

Shisui makes more sense than anyone else. He shared Itachi's feelings, and was around during the clans animosity towards the village.

He wants to know everything about what happened between his clan itachi and the village. He only needs to hear Shisui's side of the story.
