Naruto was in a transformed state in that scan, not the same. He is clearly in base with just a drop of Kurama chakra. His base rasengan was evenly matched against Sharinnegan Sasuke's enhanced amaterasu chidori. It was two infused ninjutsu's vs one ninjutsu.
This was just Sasuke using his head in battle and knowing that he had the Bijuu's in the palm of his hands, so why exactly wouldn't he use them? I don't see any problem with Sasuke using extra tools to enhance his abilities. It's called being a ninja. Pretty sure if you had 9 chakra monsters at your disposal you wouldn't hesitate for a second to use them to your will.
