Hello i am a black guy but that is besides the point let me explain who the person/people are
They are those who rule over the ninja : possibly a group of daimyo's or higher ranking people
im sure there is much more of the naruto world that is still out there and these are ninjas nothing more nothing less im sure their are others out there that are of a higher ranking field for instance how there are samurai and things of that nature. Perhaps there are others besides just ninja's and samurai
This seems like a short theory and it is but the sage was aid to only make ninjutsu not all of humankind so i think their are others who know of the events of the war im thinking a king , daimyo, or a very rich fat cat that only the higher ups are allowed to see.
not like danzo or the fire lord guys im talking really high up the people who govern those people type deal i have no specific name for them but they are very high up people that have dark secrets like the government or someone of that nature.
