thats irrelevant when he used something far stronger which surpasses what he can do with the biju chakra. thats like saying since sasuke didnt use CT or other rinnegan techniques against naruto that means he didnt use his full power. makes no sense

Not only when power of your jutsu depends on chakra quantity most of the time. Those RS which he usedagai nst Indras arrow would be definitely stronger if he had added extra chakra in them
