Nice thread, but there are many many i disagree with. I don't really understand some positions like Asuma's one. If Onoki is that high, where is Deidara who were at the very least as fast as Onoki in the air if not faster? If you count hype, Hanzo should be faster than Kisame in the water going by his hype or what is said in his databook. There are others i disagree with like i've said, but i appreciate your great effort

Im assuming you looked at everything which means all of the descriptions and whatnot all the way to the bottom? Im telling you that this actually makes decent sense when EVERYTHING is put together, hype, feats, databook statistics, and other logical assumptions.
I originally had Obito just behind Minato but that was when the thread didnt include the activation time, though it does not include preparation time for the jutsu like setting up the seal at the end of a race before teleporting to it. It takes a while for Obito to actually completely engulf himself into the other dimension and appear on the other side again. Zetsus mayfly, like Obitos jutsu takes time and is considerably slower than obitos. Their jutsus wouldnt be good for combat against other fast people on this list.
Since we dont know a lot about shisui besides his title and how he ranked compared ti itachi, I put him just below him. Tobirama was just stated to have a s/t jutsu but it was never said how it worked at all, so i couldnt place him anywhere with any sort of assurance.

one of the things that bothers me is Haku.....s u have given great explanation and proof for his speed in side his ice crystal mirrors but out of that haku isn't that fast ...
i think 2 tomoe sasuke predicted haku's movement and beat haku in speed
haku's only speed feat is inside those mirrors ....outside he is only as fast as pre time-skip sasuke

I mean his space time migration jutsu to transport himself to one part of the world to another.
Im goin by the databook as well on these, so people with a speed rating of 4.5 or higher are on the list with a few exceptions. I dont exactly count deidaras flying because he himself isnt actually doing the flying. His bird is doing it, which is controlled by him.
I understand that I might have forgotten Hanzo and that, by hype he should be the fastest in the water.

Jiraiya speed stat =4.5 (base speed).... so in SM it'll Jiraiya's speed considerably increases .... how much it'll increases -> no one can predict .... but the least amount to increase in Databook stat is .5 ..... hence its logical to say Jiraiya's speed stat in SM is 5 or above
Itachi speed stat =5 no changes or enhancement for him ...
common sense says SM Jiraiya = Itachi in speed or SM Jiraiya > Itachi in speed

Thank you NK. You seem to have the most open mind and actually read some of my thread instead of skimming it for errors without looking at the reason for the person's position and flaming me for it and I thank you for that.
Asuma is up there because he has a 4.5 in speed in ther databooks, which means that he is actually quite fast, though he hasnt shown it in the manga. I take in everything from hyp, feats, databooks and my own personal reasonings to come up with my placings of each and every character.

outside the mirrors yes but inside haku was raping him, but once he got the sharingan he was on par because as lee said "its no use if your eyes can keep up if your body cannot" After he got teh curse mark sauske could beat haku

On the outside of the mirrors, Sasuke is significantly faster than Haku by .5 in the most recent databook. On the inside, Haku is able to move between them at extreme speeds that can hardly be followed. If you look at my post concerning haku later on in the blitzing part, you would know what I mean.
Haku only slowed up and was visible because he was running low on chakra from using the mirrors too long. Haku could practically blitz any of the people below him with his mirrors.

Where does it say 4.5 is Jiraiya base speed? With SM that how he got 4.5 in speed. Naruto has a 3.5 in speed, do you think in the next databook his speed with still be 3.5? No cause he has learned KM/BM which will give him a max of 5 for speed in the databook.

The databooks only reflect the base stats of a character. Thats why Lee doesnt have a 5 in speed and strength with gates, or Sakura has a 5 in strength with chakra contorl, or Chouji has a 5 in stamina/strength with pills.

, not a 5. Kimimaro was getting buried by Gaara multiple times and only because of his abilities was able to withstand the crushing impact and win. Without his kkg, he would have gotten owned by Gaara low-mid difficulty and someone of current Sasuke, current Kakashi or Itachi would have been able to blitz part 1 Gaara before he could even react.

About Sasuke/Haku, Sasuke couldnt actually keep up with Haku even when he did gain the sharingan. He could see him better, but that was mostly because Haku was slowing down from chakra exhaustion. He didnt exactly become faster all of a sudden.
After the timeskip, Sasukes stats got boosted up to 4.5 which is .5 faster than Hakus base speed without the mirrors. Now that his sharingan is fully matured, he could be able to see Haku even moreso and keep up with him to a certain extent. Haku is still much faster in his ice mirrors, but a figh tbetween the two now wouldnt be so one sided.
Okay but Sasuke lasted long enough for Haku to slow down. Anyway current Sasuke could blitz Haku before he even gets to use the mirrors.
No now the fight between the two would be very unsided even compared to before. Sasuke managed to blitz Naruto, Gaara, Deidara and Tobi can Haku do any of this?
