1. Madara (im taking a big risk on tihs, but because he might be the smartest ninja on the battle field i think he belongs at number 1. i think everything is going according to his plan or close i doubt he planned on naruto being a sage, but i dont think hes worrying about a thing, and he has obito doing exactly what he wants him to do)
2. Obito
2. Hashirama (The fact that he cant die from battle, I do think he would give Obito some problems by himself, but would still lose)
4. Naruto
5. Tobirama
6. Minato
7. killer bee/sasuke
8. orochimaru
9. A
10. Onoki
11. kakshi
12. Gaara
13. Tsunade (Cannot die from battle, and is just powerful)
14. mei

I'm assuming you simply forgot them cause else there's something terribly wrong with your top 15...

Also i'm pretty confused as to whether you've included Edo in Orochimarus strength?? My guess is you haven't since he's below Tobirama and Minato, but in that case i'd say you've put him too high. Without Edo I can't even imagine him beating A or Onoki.

I did add Gai, but lets not forget if orochimaru wasnt an evil ass hole he would be hokage, and as much as he studies and wants to learn, and has learn he damn well may have been the best hokage. i think he not only has enough strength, but smarts to deal with the other kages. he gave jaraiya and tsunade problems with sealed arms, and came close to stealing sasukes body, while being on his death bed.... literally
