He wasn't very strong, but once inside his caterpillar shell it was said that when he breaks out he would be the strongest in the universe.

It would be hilarious of the next one was about Caterpy finally awakening and coming after Goku to settle the match they never finished, having metamorphosed into a full grown powerful God butterfly or something. Everyone would then be reminded of that one caterpillar who went into a cocoon that episode and was never shown again.

The only problem with this is that it would take like a million years or something for him to hatch out of his shell, so he would probably need a time machine to travel backwards.
