It seems Marines have become splendidly stronger in these two years but Just Akainu as fleet admiral and his absolute rules against pirates can't make marines stronger... It may make them more strict than ever but in order to make them stronger , they must recieve hidden powerups as told here in first panel about government policy...
What are your speculations/thoughts about marines new powerups...
IMO it must be regarding that rumour that Dr. Vegapunk has found a way of transfer or copy the df ability of one person to another...
