It's a MS Attack, so it probably can make things travel at a high speed.


Kishimoto has already showed that even extremely powerful character (like Madara) can not dodge attacks from this close if they are not expecting it.​

That's only due to perspective. Sasuke's hand is actually right in front of Naruto. The nine inches start at the back of Sasuke's hand.
