I believe Tobirama to be stronger than Minato.
If Hashirama just made himself a jinchuuriki there would be no problems.
Why didn't Itachi get his fair share of Hashirama's cells? He needed them the most, with that stamina problem.
Hashirama makes the Gokage look like nothing, manga fact.
Hiruzen even while younger would not win against against the S/T Hokage (Nidaime, Yondaime) or Hashirama.
