It appears to me that the mystery person is wearing a cloak, and given how he was shown barefoot, he could be wearing the same cloak Spiral is wearing.

the character in question (Kakashi) was not making a definitive statement but rather working on hearsay and speculations (Kakashi: "They Say...") therefore the validity of his statement is questionable.
Kakashi said that the origins of the Uchiha Clan lie (come from) with the Hyuuga Clan which implies that the Uchihas are descendants of the Hyuugas making the Uchiha (based on Kakashi's hearsay info) an off-shoot clan. Already Kakashi's statement is contradicting the Manga since the descendants of the Elder Son were said to be Uchihas:

hyugas have eye tachniques just like uchihas and i'm sure it was said somewhere else as well that they are distant relatives like uzmakis and senjus....! so i don't know if uchihas are descendants of hyuga or hyuga of uchiha but it makes perfect sense that they are derived from same person the elder son....!
Obito as the Juubi Jinchuriki didn't wear shoes either. I don't see why powerful dudes must have shoes. Infact, why would that individual get a cloak but not shoes while he was at it?

Incorrect, there are no references of the Hyūga's blood connection with the Uchihas outside of Kakashi's hearsay statement, to insist upon this erroneous assumption contradicts Manga Canon.
don't know....! there's one thing that doesn't let me believe this theory and that is that both sons of sage should have enormous amount of chakra, atleast more than hashirama so karin and tobirama should be like "what immense chakra" but they didn't show any concern about his strength....!
