It makes sense, because jiraiya was in ocean. he symbolizes frogs. Frogs don't really die in ocean.
His body could have been docked on a sea side due to water currents.

did we ever truely see him die or did he just go deeper and deeper in the water?

the reason that I ask is because with a lot of the deaths in naruto they take time to actually see the person die.... we just seen him sink....NOT saying that it IS or isnt Jiraiya im just stating we never seen his last breathe like a lot of others
