I don't think the Shinjū became the Jūbi right away, if you look at the panels of 646, it follows that Kaguya ate the fruit, then stopped the wars, then the Sage was born, only then did the panel show the Shinjū becoming the Jūbi and started terrorizing, so we're not exactly sure when exactly the Shinjū came to life after the Sage was born, was the Sage still a child when the Jūbi came to life or was the Sage already a young adult when the Jūbi came, Kishimoto will expound upon this soon.
